Well I started with drawing from models (you know looking at an anime or manga pic and drawing the same thing) and sometimes I made my own manga characters. I did practise drawing eyes  the most then, because I thought that was difficult to do, one was always smaller or higher lol. 

But now I'm a lot older and I think it is best if you begin simple. Just draw also from models to know how things work or just use them as refs (I too am using lots of refs to get the anatomy right) When you think you're good enough, try making your own characters or fanart.  The order youu should work in is: practise drawing both eyes first, then the face with hair, head, neck and shoulders and later with the body. Try simple poses like sitting or just walkig or standing. Also try drawing your characters from different sides. When you have an idea in mind, try making a little sketch (stickman-like)  on paper first so you'll know what you're going to draw and how. Then when you don't know how to draw this or that, search on google for some good refs and use them orr search for some nice tutorials here on dA or just on the net! You'll find tons of them ^^ Important things to have as an artist is patience, your passion for drawing and a strong will to go on no matter what ~

What you have to notice yourself is what works best for you. Because my little sister (Nakoi here on dA) draws the head, hair body and clothes first and then the face xD That's actually taking a big risk, because when the face doesn't go right, you're whole drawing will be ugly even though the rest looks fine. But it somehow works for her xD And I noticed myself that when making a sketch, that I should just begin drawing the whole picture, with clothes instead of a manga base. The effect is that the pose looks more natural :P

Ehmm there are lots of tutorials, do you have a drawing tablet? 

And I started drawing manga 8 yrs ago and I began drawing digital in 2011, so 3 yrs ago^^
